市海洋與漁業行政執法處：貫徹執行海洋與漁業管理法律法規，負責漁業水域污染事故調查處理、維護漁業生產秩序、水生野生動物保護、漁業資源保護及監督管理、漁業法律執行監督、涉外漁船服務與管理、水產品質量安全執法、漁業資源增殖保護費徵收、依法查處漁業違法案件；漁業安全的監督檢查、組織搶險救助和海洋減災；市區海監隊伍業務指導，管轄海域的巡航監視，依法查處違法使用海域、損害海洋環境、非法利用海島等違法行為。

The GLOBEC programme officially ran from 1999-2009.
