The ICPO consists of two offices, hosted by China and India, and contract staff, supported by the USA. Overall management and coordination of the ICPO is the responsibility of the ICPO Executive Director who also acts as the primary interface with the CLIVAR SSG co-chairs and the Director, WCRP. The coastal ocean is the focus of increasing research for reasons relating to both short-term anthropogenic impacts and long-term global change.

Ocean carbon research, observations, and modelling are conducted at national, regional, and global levels to quantify the global ocean uptake of atmospheric CO2 and to understand controls of this process, the variability of uptake and vulnerability of carbon fluxes into the ocean.
